There is a link on the homepage in the right column saying "Issues". But it doesn't show up on mobile unless you set it to show desktop page. Here you can report zone issues.

Why should they be banned? There is no rule against car-turfing and the purpose of the game is to get you to get out. It's not an exercise app. I can explain why someone would think that. Some people feel it's unfair to spend 5 hours on foot getting points to just barely stay in the league and then...

Very hard to get someone banned for car turfing. The rules:

It is not allowed to consciously take zones in a place where you are not. The phone must be in the zone when it starts to take the zone.

All legal means of transport are allowed.
