Clarify zone suggestion feature

Many turfers, specifically beginners, get disappointed after having submitted zone suggestions and nothing happens. The in-app description does not sufficiently describe how this feature is being used by zone makers. I suggest adding this as first bullet in the in-app description

• Making a suggestion does not mean a zone will be created. Suggestions are used as support by zone makers when they in the future decide to increase number of zones in an area. If you are suggesting a specifically interesting spot you should lobby for it in the Turf Forum (forum.tufgame.com) in your country's Zones section.
