Yes, the PPH/PPT is supposed to balance, that is exactly our point. It's supposed to balance but it completely fails at balancing anything.

I was talking about the absolutely easiest method (from dev viewpoint) to even out the playing field.
Turf has nine levels of PPH. Remove the first one. Maybe the second. PPT can stay as it is.
I heard this was done before I started playing, and then it was added back again later for unknown reasons.

Yes there was 250 +0 zones but they were for ones with very few takes and once they turned +1, they never turned back.
Simply removing +1 zones could make high active areas too powerful. For me it would be playing around with 92 take points and no PPH... I have about 150 zones in biking range. You make it sound like it is only a negative to play in a high active area.
Would it then not be easier then have a max PPH... not sure what that would be +500 maybe?
