Blaenau Gwent council

This Welsh council (kommun) doesn’t appear to have any zones associated with it. Is it defined as a council area on the zone makers map? I have made 3 suggestions. Ebbw Vale town station (I would probably try and visit by train) and 2 historic sites that would be a definite walk from the station. One is apparently the site where Bye Nevan gave his speech to launch the NHS. The other was home of a local Ironmaster
